1、按好質(zhì)量策劃，質(zhì)量策劃貫穿整個(gè)工程建設(shè)過程，是質(zhì)量管理的基礎(chǔ)工作，是使工程建設(shè)各過程處于受控的必要條件。

2、建立健全技術(shù)質(zhì)量責(zé)任制，施工單位要嚴(yán)格建立健全部門責(zé)任制，五大員及特種工責(zé)任制，建立檢查驗(yàn)收制度，例會(huì)記錄制度，層層把關(guān)、責(zé)任到人，要對工程質(zhì)量實(shí)行終身責(zé)任制，促進(jìn)工程質(zhì)量的總體提高。

2. Establish a sound technical quality responsibility system. 3、把好施工技術(shù)關(guān)，堅(jiān)持圖紙會(huì)審制度，實(shí)行設(shè)計(jì)單位、監(jiān)理單位、施工單位、建設(shè)單位參加圖紙會(huì)審，發(fā)現(xiàn)和避免設(shè)計(jì)中的誤差和不合理，弄清設(shè)計(jì)意圖，吃透設(shè)計(jì)要求。

3. Control the construction technology well, adhere to the drawing review system, implement the participation of design units, supervision units, construction units, and construction units in the drawing review, discover and avoid errors and irrationality in the design, clarify the design intent, and understand the design requirements thoroughly.

4、加大培訓(xùn)力度，優(yōu)選施工人員，提高他們的素質(zhì)，提高其質(zhì)量意識，樹立質(zhì)量第一、預(yù)控為主，為用戶、為社會(huì)著想的四大觀念，提高管理干部與技術(shù)人員精湛的技術(shù)技能，一絲不茍的工作作風(fēng)，必須有較強(qiáng)的質(zhì)量策劃，目標(biāo)管理，施工組織能力。
